I've had this happen to me more than once. Try changing your smtp port from 25 to 50.

For some reason ISPs block ports to control spam, so if they think you sent out too many emails they may try to block the normal sending port 25.

I don't want to sound too dumb, but how do you change the smtp port in Outlook?

Step 1: Go to Tools->Email Accounts click next.

Step 2: Select the account you want to change and then click change on the right of the dialog.

Step 3: Click more settings and then the advanced tab

Step 4: change the Outgoing server (SMTP) from 25 to 50 and Click ok.

Step 5: Click Test Account Settings.

If it worked all the test will complete successfully, if not then something else is wrong.

This happened to me once. I had to call my internet service provider. After all of thier help we ended up doing the same thing I think. It's been awhile and don't remember exactly.

If I remember correctly I think that has happened here too. It was a pain in the butt.
