Here's a classic Photoshop Tutorial!
Step 1: This tutorial works best using high contrast images, so find a good one and let's get started.
Step 2: You need to turn your photo into a high contrast grayscale by clicking on the Create New Adjustment layer located at the bottom of the layers palette.
- Choose Channel Mixer from the drop down menu.
- Check the Monochrome box.
- Choose settings for RED, Green and Blue. We used R+16, G+102, B 0
Step 3: Click on the Create New Adjustment layer located at the bottom of the layers palette again and choose Threshold. Move the slider over until you can see the main components of your photo.
Step 4: Duplicate the main color photo layer and select the Burn tool. The brush edge should be soft and the size just big enough to enhance some of the details. Now just brush over the eyes, lips and other details that are important to the photo.
Step 5: Now you'll add back some color to the hair. Select the Dodge tool with a smaller brush. Brush in some white areas where you would like to add color.
Step 6: Now you will make a few layers that you will use to paint color on. Create a new layer at the very top of the layer stack and change it's blend mode to Multiply. Now paint in the appropriate colors. I used a new layer for each color.
Step 7: The last step is to apply the dots.
Choose the magic wand select the Sample All Layers box. Now select all of he skin.
Create a new layer, click on the Foreground color swatch, and in the Color Picker, choose the skin color.
Click on the Background to choose the color of the dots.
Fill the selection on the new layer with the Foreground color.
Press Control+D to deselect the selection.
Go to Filter->Sketch->Halftone Pattern and in the dialog, choose dots, then adjust the size and contrast.
